The effectiveness of the Paris Agreement is undermined by its reliance on unilateral commitments rather than reciprocal ones. While approaches to reciprocal climate policies exist through climate clubs, carbon border adjustments and development partnerships, their current implementation often falls short. We argue for a reorientation of European climate strategy towards international cooperation through coordinated carbon pricing and technological innovation, especially in the face of growing threats to global climate governance.
