Implementing carbon pricing is essential to phase out conventional vehicles for achieving ambitious climate targets in road transport, but doing it in a socially fair way is challenging. The EU’s new system aims to addresse this challenge, but its design impairs effectiveness. Future ratcheting up requires strategic use of carbon price revenues to properly balance social compensation and green investments.
