This chapter examines policy and politics in Europe’s left-behind regions, characterized by the presence of heavy industry, in order to trace their role in democratic participation. I explore how these regions’ environmental challenges hinder the shift toward low-carbon initiatives and propose strategies to overcome these hurdles.
